He met with the Estates General, which was made up of three different estates. The first estate, which was the clergy; the second estate which was the nobility, and the third state which was the common people. Which meant that the majority of the population was in the third estate. In addition, only the third estate was the most heavily taxed . Louis was given the advice to tax the nobles, but he rejected it. This caused France's dept to continue to rise and the common people to become angry with the king . Many laws made during his reign excluded the clergy and the nobles to pay any taxes. In addition to the massive debt King Louis inherited from his father he gave large amounts of money to the Americans to help support their revolution against the British.
